Who bears the CO₂ costs of the heating?

Since 2023, CO₂ costs for residential buildings are split between tenant and landlord (CO2KostAufG). The poorer the building's energy performance, the higher the landlord's share.

How does the tiered model work?

The decisive figure is the specific CO₂ emissions in kg per m² per year. The law provides ten tiers: below 12 kg the tenant bears 100%, from 52 kg only 5% — the rest falls to the landlord.
